Yuva Aarohan – The Beginning of the Journey

A State Youth Event on the National Youth Policy 2003 which has been participated by Panihati Chhatrashakti on 26th January 2008 at Indian Institute of Management – Kolkata, Joka

Preface:

The word ‘youth’ as defined by the oxford dictionary is being young or in the early part of one’s life, the National Youth Policy of India 2003 on the other hand defines it in terms of limitations in one’s age “in the age group 13 to 35 years”. Youth, therefore, is an early part of one’s life where one is physically young and belonging to a specific age group.

Youth in India may be denoted by a specific categorization in age but is also a subsequent need to understand the role of youth in the State. It is also important to know how youth are conducive in ushering pertinent and effective change in the prevalent political system of the State. In order to usher relevant changes in the political system one needs to be valued in the eye of that very political structure. This can only be ensured when an individual’s full participation is given due respect. According to definitions by the World Bank participation is the process through which citizens’ influence and share control over the decision and resources that affect them.

Participation of the citizens in the decision making process refers to good governance. Governance is the power exercised in the management of a country’s economic and social development (World Bank 1992). This so called ‘power’ in a democratic framework is exercised not only by the government and its various department, but also by various public institutions like-political parties, academic institutions, NGOs, media and lastly by the civil society. The civil society of any state invariably include the youth as an effective interest group also because those above 18 years enjoy adult franchise that empowers them to become part of governance through representational political structures.

But unfortunately, beyond electing their state representatives, youth in India are not vested with any other political powers except what is nominally mentioned in the National Youth Policy 2003 (revised since 1999), the only legal document for youth in our country. The key sectors of youth concern in the Policy include the following:

  • Education;
  • Training and Employment;
  • Health and Family welfare;
  • Preservation of Environment, Ecology and Wild life;
  • Recreation and Sports;
  • Arts and Culture;
  • Science and Technology; and
  • Civics and Good Citizenship

The policy in general speaks of what strategies and steps the government would adopt for the overall development of youth but it rarely emphatically mentions about how youth can themselves envisage and expedite the process of development in their own country. To be more specific the participation or involvement of youth in governance has been scarcely emphasized throughout the policy. It is only in one of the strategies under Civics and Good Citizenship that it finds some mention:

  • To mobilize the youth to create local pressure groups within the community to fight corruption at all levels and to ensure that the benefits of development reach those for whom they are intended and are not siphoned of by middlemen and the powerful.

In spite of the existence of this policy, the approach towards youth has hardly undergone any change, the concerns of youth have been rarely been addressed. Also, the commendable voluntary and social efforts of youth have rarely been sincerely highlighted or encouraged by the government.

Unlike the National Youth Policy, the Right To Information Act 2005 provides a definite platform to make the system effective and promotes good governance. The RTI Act is thus a legitimate tool provided by the Government of India for the common masses in order to ensure the accountability and the efficiency of the State’s administration. The involvement of youth for the positive promotion of RTI Act is deemed necessary for youth to act as advocates of good governance.

The purpose of the Event:

  1. To propose recommendations for modification in the youth policy.
  2. To create an interface between the youth and the government.
  3. To form a committee that will take the recommendations to a campaign mode in other colleges, institutions and universities across West Bengal.

An invitation from Praajak, Kolkata which is working to create a platform for the youth, the Panihati Chhatrashakti as an organization working for the youth issues in West Bengal we have participated in that interactive session in IIM, Kolkata, Joke on 26th of January 2008. Unemployed Youth of India: Problems and Solutions

Are you an unemployed youth of India?

Are you unemployed? Are you among unemployable? Are you behind the race? If it is like so you have to know the techniques to be employed and to rise in the corporate ladder like many others.

Read this hub to get a blue collar or white collar job.

India has the potential and so you!!!!

India is shining. India is progressing with an amazing growth rate. Growth rate of India is the second highest in the world after that of China. The youth force of India are contributing lot to the same. It is believed that principal reason behind Indian progress is its youth force, highest in number in the world. However, there is a problem. Huge number of Indian youth are not only unemployed but unemployable.

There are two new world leaders China, in manufacturing sector and India, in service sector. Large number of white collar jobs are waiting for suitable candidates. Indian youth force, behind the progress of India, is mainly engaged in IT. India is a leader in software. Software industries in India are continually offering white collar jobs besides some blue collars.

India is also world leader in BPO (Business process out sourcing) and KPO (Knowledge process out sourcing). Large number of call centers are contributing to the industries and trades of America the US, UK, Australia, Japan, European Union, Canada and many other developed countries. BPO sector needs large number of blue collars. KPO industries require and offer white collar jobs.

IT industries has seen a tremendous boom in India. This industry has employed large number of educated youth with handsome salary. Normally, IT is the highest paid sector. Management, banking, finance, retail, telecommunication, entertainment etc. are some other new sectors that helped India in her tremendous growth.

Typical problem

These sectors has started facing a typical problem. Despite a large number of educated youth, there is a shortage of skilled manpower. This is the dilemma. There are unemployed youths and the companies are facing shortage of manpower.

A recent survey throws light on the problem, problems with the educated youth. They are mainly lacking three types of skills.

1. Comunication skill

2. Analytical skill and problem solving

3. Domain.

While in interview approximately sixty percent candidates are screened due to lack of communication skills. Rest twenty five percent are screened for analytical skills and five percent for their lack of knowledge in their respective domain. Hence ninety percent of educated youth force are lacking in one of these three main skills required for job and employment. Only ten percent of educated force of India is employable. Employers are struggling hard to attract them with huge pay-packages that is increasing their production cost significantly. The employers are loosing their competitive edge in global markets. Global slow down only adds to the crisis. Corporations are now facing dual problem.

The problem lies in the education system. The Indian education system has a mismatch with the requirements of the industries. Institutes teach what ever they want. Institutes do not teach what industries require. Industries do not require what institutes teach. The syllabus committees has not been interfacing with the industries. Many big industries have set-up their own in house training program to fight with the problem.

Most of the newly employed youths are compulsorily undergone employers own training program. This enhances cost of employers enormously. It also wastes time.

The problem and solution have two aspects: Individual and collective.

As an individual you have to choose your courses carefully. You have to interact with the industries to know their requirements. You must choose an institute very carefully. Ensure that they are covering above mentioned three aspects in their syllabus. It is in your best interest to ensure that your institute is interfacing with the requirements of industries before you admit into it.

What should be done as a general measure to solve the problem?

The one point solution of the problem is a change in education system, a radical change. There must be an interface among Government bodies looking after education, Universities, all India committee of technical education and the representatives of the industries. The institutes must educate as per industries’ needs.

Have these done, India will not face problem of unemployability and the youth force of India will not be remain unemployed.

Start your own business

Are you already a pass out of an institute and still unemployed? ? Are you disgusted and depressed? facing tough times in your life? Are you unable to find a way out? Do not worry. Be hopeful. There is an opportunity for you too.

You can also motivate yourself to start your own business.It is not very difficult.

Business does not require huge amount of money as opposite to popular belief. The qualities you need to start a business is attitude, knowledge and will to start your own business.

It is better to be trained under a skilled and successful business owner and need not to bother for an admission in a reputed institute. A successful businessman can teach you much more than a renowned institute. Moreover, he will train it practically instead of mere theory.

Once you find a successful businessman, ask him for an apprenticeship. It will be in your interest not to ask money or salary for the same. If he gives any compensation, it is good. If he does not pay, do not bother. Try to learn best practices in business.

Think the business house as an institute. Do not take it as a job. Learn as much as you can. This learning will be a life time asset for you. It will then probably enable you to start your own business and get full control of your economic and financial life.

Major youth Problems and areas of concern (in the context of India)

Today the youth of the country are lacking there soul strength, due to there social backwardness, educational backwardness, & economical backwardness.
They are depressed from thousand years, after the independence most of the community’s were given opportunity in getting education, & getting a job in government service.
Today the situation is completely different from past 50 years, because most of the backward class people were appointed as teacher’s of the primary school after 1990.
Before 1990 (in Karnataka state) most of the people use to say that Brahmins and Kshatriyas were control the education institution, after 1990 most of the backward class born teachers children’s are studying in private school’s and competing to government job’s .
Let us think why those government school teachers don’t put there children in there same school were they teach to rural children.
Most of the rural children are effected to Dyslexia (difficulties in Reading, Spelling, Writing, Handwriting, Number, problem in Organization, Concentration, Language, Memory) because of there lack of teaching skill’s they think that if they take there children in same school the child may effect from getting good education, so the teachers don’t worry about the future effect to rural child in his life.
Let us think what will be the life of rural child.
Some children will out of school within the age of 13, some after 16 ages.
Some will complete there education but no full knowledge, these youth are today facing a critical situation in there life.
By taking this situation most of the money minded people and criminal minded & Religion minded people are taking opportunity to hypnotizing the youth in the name of improving the way of living standard, earning more property, Religion, Politics.
By all this criminal activity in our mind for the sake of comparison of living standard,
The world may explode at any time with Nuclear because of our narrow desire.
Our first duty is that we should not be a burden on society; we should be self-dependent. From this point of view self-sufficiency itself is a kind of service. We shall use our spare time for the service of others. If all become self-sufficient none will be in trouble.
Even if we succeed in realizing self-sufficiency completely, man being a social being, we will have to accept service in some form or other.
That is, man is as much self-dependent as inter-dependent. When dependence becomes necessary in order to keep society in good order it is no longer dependence, but becomes co-operation. There is sweetness in co-operation; there is no one weak or strong among those who co-operate.
Let every man and woman and child, without respect of cast or birth, weakness or strength, hear and learn that behind the strong and the weak, behind the high and low, behind everyone, there is that Infinite Soul, assuring all the infinite possibility and the infinite capacity to become great and good. Let us proclaim to every soul: Arise, arise, awake! Awake from this hypnotism of weakness. None is really weak; the soul is infinite, omnipotent, and omniscient. Stand up, assert yourself, proclaim the God within you, do not deny Him!
